Thai Nguyen addresses challenges for businesses in housing and social housing development
On the morning of April 4, Thai Nguyen Province People’s Committee held the second session of the “Morning Tea with Entrepreneurs” Program under the theme “Housing and Social Housing Development”. This recurring engagement initiative is designed to foster open dialogue between the provincial government and the business community, providing a timely forum for addressing difficulties and promoting a favorable investment and business environment in the province.

The Program was attended by Comrade Vuong Quoc Tuan, Member of Party Central Executive Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; leaders of the Provincial People’s Council and the Provincial People’s Committee; representatives of provincial departments, agencies and localities; as well as a large number of entrepreneurs and businesses from within and outside the province.

Speaking at the Program, Comrade Vuong Quoc Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, underscored the province’s commitment to meeting its 2026 economic development targets. With the Central government setting a national growth target of 11% for 2026, the province has determined that the second quarter must achieve a minimum growth rate of 12.5 percent to build sufficient momentum for the remainder of the year. To this end, unlocking resources from real estate projects, particularly social housing, has been identified as a key priority, as it simultaneously stimulates investment and contributes to ensuring social security.

In discussions held during the Program, provincial leadership directed departments and agencies to overhaul their working methods, transitioning from handling individual case files to managing projects through a comprehensive portfolio approach. Relevant units were instructed to promptly compile and systematize data on social housing projects that have been completed, are currently underway, or are seeking investors, with the information to be made public no later than April 10. Concurrently, the Department of Construction and the Department of Finance were directed to collaborate in digitizing and widely disseminating project implementation procedures, covering planning, procurement and investment policy approval, across official information portals, thereby enabling businesses to access information and complete procedures with greater ease.
A key topic discussed during the Program was the announcement of a list of housing projects for which investors would be selected through competitive bidding and land use rights auctions. To date, the Provincial People’s Council has issued eight resolutions on lists of land plots subject to investor selection through competitive bidding, encompassing a total of 138 land plots covering an area of more than 6,272 hectares. Related information has been made publicly available on the provincial electronic information portal and the National Procurement Network to facilitate research and investment proposals by businesses.

During the Program, representatives of provincial departments and agencies also responded to numerous business proposals relating to financial mechanisms, loan capital and project implementation procedures. For businesses that already hold land use rights or have reached agreements to acquire land use rights for commercial housing projects, the relevant specialized agencies provided detailed guidance on a five-step process covering registration of needs, submission to the Provincial People’s Council for approval of the land plot list and the on-site land allocation procedures.
Chairman of the Provincial People’s Committee Vuong Quoc Tuan affirmed that the province is committed to making full use of existing legal provisions to support investors while also strengthening guidance to help low-income residents access social housing policies. Regarding proposals without precedent or established legal frameworks, such as the establishment of a dedicated support fund or a loan guarantee mechanism, the province has taken note of these and will continue to study them and recommend that competent authorities give them further consideration in the coming time.
Provincial leadership also emphasized the spirit of “partnership, solidarity and responsibility” in governance, affirming that Thai Nguyen will continue to improve its investment environment, resolutely address obstacles and create favorable conditions for businesses to implement housing and social housing projects, thereby contributing to sustainable urban development across the province.
