Accelerating compensation and site clearance progress for Song Cong II Industrial Park Phase 2
On the morning of April 14, at the headquarters of the Party Committee of Bach Quang Ward, Comrade Duong Van Luong, Vice Chairman of the Provincial People's Committee, chaired a meeting on the progress of compensation, support, and resettlement work for Song Cong II Industrial Park Phase 2 Project and the resettlement zones serving the project.

According to reports presented at the meeting, the Song Cong II Industrial Park Infrastructure Construction and Business Investment Project — Phase 2 covers an area of approximately 296 hectares. To date, more than 120 hectares in Zone 2 have been handed over; Zone 1, with an area of approximately 175.5 hectares, involves hundreds of affected households requiring compensation, support, and resettlement arrangements. Asset inventory work has been completed for nearly 157 hectares; compensation plans for 219 households have been approved with a total approved budget of more than VND 216 billion, the majority of the area has been paid out and the land handed over, and many households have been considered and selected for resettlement plots. Compensation for grave relocation has been paid for 463 of the 464 graves.

The resettlement zone projects serving the project are also under way: the resettlement zone in Tan Quang Commune has reached approximately 85% of construction volume; the resettlement zone and worker housing project in Ba Xuyen Commune has commenced construction; and the resettlement zone expansion and cemetery construction projects for grave relocation are being accelerated.

At the meeting, a representative of Thai Nguyen Viglacera Joint Stock Company reported that compensation and site clearance for the project had achieved a number of positive results, with approximately 91% of the total area inventoried; compensation for agricultural land alone has been approved for over 58 hectares with a total funding of more than VND 184 billion. However, several difficulties remain, including unfinished grave relocations, households that have not yet cooperated in the asset inventory of their residential land, and a resettlement land bank that has not yet met the needs of households required to relocate. The company requested that the province continue directing agencies and localities to intensify public communication and mobilization efforts, expedite the appraisal and approval of compensation plans, and promptly complete the resettlement zones for household placement. The company committed to closely coordinating with relevant units to accelerate site clearance progress and strive to complete the project within 2026.
Delegates also discussed and clarified a number of difficulties and obstacles related to legal procedures concerning land, verification of land origin, inheritance disputes, and efforts to communicate with and mobilize residents to hand over their land.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee emphasized that Song Cong II Industrial Park Phase 2 Project is of significant importance for attracting investment and promoting the socio-economic development of the province. He directed provincial departments, agencies, and localities to focus on accelerating site clearance progress, completing the resettlement zones, and safeguarding the legitimate interests of residents; to strengthen coordination, report promptly, and resolve emerging difficulties in order to ensure that the project is implemented according to schedule.
