Infrastructure development, income improvement and sustainable poverty reduction in mountainous localities
On the morning of April 2, Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee, held a working session with the leadership of Thanh Thinh, Thanh Mai, Yen Binh, Cho Moi and Tan Ky communes to review progress in the implementation of political tasks in the first quarter of 2026.

During the first quarter of 2026, the communes performed well across all areas of responsibility: central and provincial directives were implemented promptly and action plans and programs were issued in alignment with local conditions. Agricultural and forestry production adhered to seasonal schedules, while industrial activities remained broadly stable. Budget management and administration were conducted proactively, rigorously and efficiently. State management of culture, sports, tourism, communications, education and healthcare continued to receive attention and was maintained in accordance with established orientations. In parallel, the strengthening of the political system, the activities of the Fatherland Front and mass organizations were reinforced and the great national unity bloc was further consolidated. National defense and security, as well as social order and safety, were effectively maintained, with no flashpoints arising, thereby contributing to a stable environment for local socioeconomic development.

For key projects, localities have continued to direct site clearance efforts with focused attention; however, a number of difficulties and obstacles remain. Specifically, Cho Moi Commune Urban Road Project has reached approximately 46 percent of its construction volume, with 7 households yet to receive compensation payments. Along Cho Moi–Bac Kan Expressway segment passing through Thanh Thinh Commune, 37 cases involve households that have requested resettlement land allocation and have only just received their compensation and support payments; 2 households face issues related to the origin of land documents and current land use status; and 1 household in the resettlement area has yet to receive compensation. In Thanh Mai Commune, 4 households along the main alignment have not yet reached agreement on a compensation and support plan, while 1 household in the resettlement area has yet to receive compensation.

During the working session, localities petitioned the province to consider appointing an additional Vice Chairman of the Commune-level People's Committee responsible for agricultural affairs; to study the addition of specialized departments in line with practical requirements; and to invest in access roads connecting to Cho Moi–Bac Kan Expressway through the communes of Thanh Mai, Thanh Thinh and Tan Ky, as well as to upgrade irrigation canal, drainage ditch and telecommunications systems — thereby maximizing infrastructure effectiveness and driving socioeconomic development.

In his concluding remarks, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee Dinh Quang Tuyen emphasized that the northern communes continue to face considerable challenges and that the central priority is to concentrate resources on completing essential infrastructure systems — particularly roads and the power grid. Localities should review and prioritize investment in inter-commune and inter-hamlet roads still lacking adequate access, integrate programs and projects to progressively hard-surface rural roads and work closely with competent authorities to increase the proportion of households with access to safe and stable electricity — especially in remote hamlets and villages.

On economic development, he directed localities to adhere strictly to established targets, leverage comparative advantages to develop agriculture and forestry along commercial production lines, accelerate the restructuring of crops and livestock, replicate and expand effective models and strengthen production and marketing linkages to form sustainable value chains and raise household incomes. Poverty reduction efforts must be grounded in accurate assessment of each target group so that appropriate support measures can be provided.

Furthermore, localities are to continue enhancing the effectiveness and efficiency of state management, consolidate grassroots political systems, proactively monitor the situation and needs of the local population and resolve emerging issues at the local level promptly to prevent the formation of flashpoints. With regard to local petitions and proposals, he acknowledged them and tasked the relevant specialized agencies with compiling and advising the competent authority for consideration and resolution in accordance with regulations.
