The project is designed to meet housing needs for low-income earners, workers employed in industrial parks and laborers in the locality, contributing to social security and the implementation of social housing development programs in accordance with Government regulations and the Law on Housing. The investment is also aimed at forming well-planned, modern residential areas, improving the quality of life for residents, limiting spontaneous housing development, contributing to urban renovation and promoting local socio-economic development.

According to the Decision, the project covers a land use area of approximately 44,919.53 m² (equivalent to nearly 4.5 hectares), with a projected population of approximately 5,109 people. The product mix consists of social housing apartment blocks and low-rise commercial townhouses. Specifically, approximately 1,960 social housing apartment units are planned for sale, lease and hire-purchase to eligible recipients in accordance with applicable regulations; additionally, 50 low-rise commercial townhouses will be completed in terms of rough construction and exterior architectural finishes to serve the housing needs of residents.

Overall rendering of the project

In detail, the project will construct seven social housing apartment blocks, each 15 stories high. Specifically, Zone NOXH-01 comprises four blocks with approximately 1,050 units; Zone NOXH-02 comprises two blocks with approximately 546 units; and Zone NOXH-03 comprises one block with approximately 364 units. In addition, a low-rise commercial townhouse zone of four stories will consist of 50 units in total. The entire technical infrastructure system within the project boundary will be invested in on a synchronized basis, ensuring connectivity with the surrounding area’s infrastructure.

The total projected investment is over VND 2,116 billion, of which the investor’s equity contribution is approximately VND 429 billion, with the remainder to be mobilized. The project’s operational duration is 50 years from the date the investor is granted land allocation or land lease by the competent authority. The projected implementation schedule runs from Quarter II of 2026 to Quarter II of 2029.

The Provincial People’s Committee has assigned the Department of Construction to take the lead role in coordinating with relevant provincial departments and agencies to guide, inspect and supervise the project’s implementation in accordance with regulations and to work with local authorities and the investor to complete the necessary procedures to ensure the project is implemented on schedule and in compliance with applicable law. The investor is responsible for allocating resources, completing the legal procedures relating to investment, land, planning and construction, fulfilling all financial obligations and complying with relevant regulations on environmental protection, public order and occupational safety throughout the project’s implementation.
