Preparations underway for the launch of the Viet Bac Region Startup and Innovation Center in April
On the morning of March 31, Comrade Trinh Xuan Truong, Member of the Party Central Executive Committee, Secretary of the Provincial Party Committee and Head of the Steering Committee for the Development of Science, Technology, Innovation and Digital Transformation of the province, presided over the First Session of the Steering Committee. Attending the Session were members of the Standing Board of the Provincial Party Committee; leadership of the Provincial People's Council and the Provincial People's Committee; and members of the Steering Committee.

Having designated 2026 as the year of “Breakthrough Action, Multiplying Results” and shifting decisively from a mindset of “policy issuance” to one of “implementation-driven governance” in line with Central Government directives, Thai Nguyen province has concentrated its efforts on implementing assigned tasks and achieved initial outcomes.
As of March 30, the province had 242 tasks assigned and tracked through the monitoring system for the implementation of Central Government resolutions, directives and conclusions; of which 132 tasks had been completed (54.55%), 30 tasks were being carried out on schedule (12.40%), no tasks were overdue and 80 tasks were implemented on an ongoing basis (33.05%). A number of foundational initiatives have been implemented, particularly in the areas of institutions, digital infrastructure, digital data, online public services, digital human resource training and collaboration with Thai Nguyen University and enterprises to promote innovation.

At the Session, delegates frankly assessed that the results achieved thus far remain primarily at the foundational stage and have yet to generate uniform progress across all sectors, with a number of indicators still falling short of established targets. On that basis, delegates proposed solutions regarding funding, infrastructure, human resources and coordination mechanisms, with a view to advancing the development of science and technology, innovation and digital transformation in the coming time.

Speaking at the Session, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vuong Quoc Tuan called on agencies and units to closely monitor all tasks against established timelines and deadlines, ensuring that no assignment is overlooked; and to study the launch of emulation movements to build momentum for the effective implementation of tasks in science, technology, innovation and digital transformation in the coming time.

In his concluding remarks at the Session, Secretary of the Provincial Party Committee Trinh Xuan Truong, Head of the Provincial Steering Committee, called on Steering Committee members to review all tasks under Resolution No. 57-NQ/TW, systematize the targets assigned by the Central Government and add new tasks, organizing them into key thematic groups covering institutions; human resources; infrastructure, data and technology; and strategies tailored to each locality’s conditions and organizational capacity for implementation. He stressed that these are foundational matters that must be translated into concrete, practical deliverables with a direct contribution to the province’s development and economic growth. As a first priority, legal instruments must be issued in April to establish a comprehensive legal framework as the basis for implementation in 2026 and for the 2026 - 2030 period. Another important task is the selection of strategic technologies suited to the province’s conditions. In addition, emulation movements in science, technology and innovation should be launched, building on existing initiatives. He directed the Provincial People’s Committee to launch the emulation drives “100 Days and Nights of Archival Data Digitization” and “180 Days and Nights of Land Data Cleansing” (commencing April 10) and to study the establishment of a high-tech enterprise association to support the development of this sector.
The Secretary of the Provincial Party Committee also directed the relevant units to coordinate with Thai Nguyen University to hold a cooperation signing ceremony and launch the Viet Bac Region Startup and Innovation Center in April 2026.
