Strengthening preparations for the 2026 - 2027 school year
On August 30, Vice Chairman of the Provincial People's Committee Duong Van Luong issued Official Letter No. 11120/UBND-KGVX on strengthening preparations for the 2026 - 2027 school year.

Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Education and Training and the People's Committees of communes and wards to act within their functions and responsibilities and closely follow the policies and directions of central authorities, the Provincial Party Committee and the Provincial People's Committee regarding the reorganization and operation of educational institutions and preparations for the 2026 - 2027 school year. They were directed to continue reviewing, consolidating and stabilizing the organization and operations of educational institutions following reorganization; finalize working regulations, task assignments and governance mechanisms, particularly for schools operating across multiple campuses or educational levels; and deploy managers, teachers and staff appropriately in line with job positions, operational requirements and actual conditions. They must promptly address organizational, personnel, infrastructure, financial, asset, records and data issues; ensure smooth and effective operations; and prevent disruption or public concern. They were also directed to ensure that all conditions for the 2026 - 2027 school year are in place; review management personnel, teachers, infrastructure, classrooms, teaching equipment, textbooks and other teaching and learning requirements; and proactively address local imbalances in teacher staffing and difficulties involving schools and classrooms following reorganization.

They were also directed to effectively mobilize students to attend school, with particular attention to mountainous areas, ethnic minority communities and disadvantaged areas; ensure school security and safety, environmental sanitation and school health services; and make adequate arrangements for opening ceremonies and the new school year's activities. They must strengthen inspections, guidance and follow-up at educational institutions; proactively monitor the situation; promptly resolve difficulties within their authority; and reinforce the responsibility of institutional leaders to ensure that post-reorganization tasks and preparations for the new school year are implemented in a coordinated and effective manner. Difficulties beyond their authority must be reported promptly to competent authorities for consideration and direction.

The Department of Education and Training shall serve as the focal point for monitoring, following up on and consolidating implementation results; proactively coordinate with agencies, units and localities to address emerging issues; and promptly report to the Provincial People's Committee and its Chairman for consideration and direction within their authority.

Relevant departments, boards, sectors, agencies and units shall, within their assigned functions and responsibilities, coordinate closely with the Department of Education and Training and the People's Committees of communes and wards in preparing the conditions for the 2026 - 2027 school year, and shall provide timely guidance and resolve difficulties within their respective purviews.
