With support from the Program on Eliminating Temporary and Dilapidated Houses for Households Suffering Housing Damage Caused by Natural Disasters funded by the "For the Poor" Fund of Thai Nguyen Province, Nong Ngoc Hoa's family in Na Ri Commune completing their new house

In the first days of July, the new house of Nong Ngoc Hoa's family in Yen Lac Hamlet, Na Ri Commune was filled with laughter. After months of construction, his family moved into a spacious grade-4 (single-story) house, replacing the wooden-pillar house that had been severely damaged by Storm No. 11 in 2025. Hoa recalled that last year's floods sent water rising until it nearly submerged the house. After days of soaking, the pillars and walls deteriorated and were no longer safe. He wanted to rebuild, but with the family's livelihood depending mainly on farming, a cost of VND several hundred million was beyond their means.

Joy came to Hoa's family in April 2026, when the family was included among the beneficiaries of the Program on Supporting the Elimination of Temporary and Dilapidated Houses for Households Suffering Housing Damage Caused by Natural Disasters. With VND 60 million in State support, together with help from relatives, fellow hamlet residents, and socialized funding, Hoa's new house was put into use after months of construction. Nong Ngoc Hoa shared: “In the days when we were still living in the old house, whenever we heard forecasts of heavy rain, the whole family worried. We had to raise our belongings up high, and many nights the whole family stayed awake to watch the water level. After the storm, the house deteriorated quickly, making daily life even harder. So when the State supported us in building a house, the family was overjoyed. With a new home, we feel more secure in stabilizing our lives and can focus on working and developing our livelihood.”

Truong Van Phong's family in Kim Lu Hamlet, Na Ri Commune moving into their new house in a higher, safer area

Sharing that joy is the family of Truong Van Phong in Kim Lu Hamlet, Na Ri Commune. During Storm No. 11 in 2025, Phong's old house in Yen Lac Hamlet was completely submerged in floodwater and severely damaged. With State support from the Program on Eliminating Temporary and Dilapidated Houses for Households Suffering Housing Damage Caused by Natural Disasters, Phong's family decided to move to a higher area in Kim Lu Hamlet to build a new house. Truong Van Phong said: “What made the family happiest was not only having a new house but also being able to move to a safer place. This rainy season, we no longer feel anxious as we did before.”

Beyond supporting households whose houses were flooded, the Program on Eliminating Temporary and Dilapidated Houses for Households Suffering Housing Damage Caused by Natural Disasters also supports households that must relocate from areas at high risk of landslides to safer places in building new houses. The family of Luu Dinh Truong in Dong Thuan Hamlet, Bach Thong Commune is one of the beneficiaries of this policy. After Storms No. 10 and No. 11 in 2025, specialized agencies assessed the site of his family's old house as being at high risk of landslides and unsafe over the long term. With support from the Program, together with help from the local authorities and fellow hamlet residents, his family built a new house in a safer location and has settled there.

Based on the results of the review of households suffering housing damage at the end of 2025, the Mobilization Board of the “For the Poor” Fund of Thai Nguyen Province issued Decision No. 21/QD-BVD dated April 10, 2026 on the allocation of support funding to 13 communes to implement the Program on Supporting the Elimination of Temporary and Dilapidated Houses for Households Suffering Housing Damage Caused by Natural Disasters. Under the Decision, 27 households across the province have received or are receiving support, including 22 newly built houses and 5 repaired houses. To date, 24 houses have been started and completed; the remaining 3 are scheduled to begin construction in July 2026.

According to a report by the Committee for Ethnic and Religious Affairs, immediately after the list of households was approved, localities set up working teams in charge of each household, assigning members to inspect conditions on site, guide the completion of paperwork, monitor construction progress, and resolve difficulties as they arose. In addition to State support, localities actively mobilized socialized resources from businesses, organizations, individuals, and the community. Many forces, including the police, the army, youth union members, and members of mass organizations, contributed labor days and transported materials...

Beyond construction progress, localities also focused on selecting suitable building sites for households that had to relocate, ensuring safety against the risk of flooding and landslides. Comrade Nong Thi Tuyen, Vice Chairwoman of Na Ri Commune People's Committee, said: During implementation, what the locality cared about most was selecting the right beneficiaries and the right building sites. For households in areas at risk of flooding or landslides, the commune encouraged them to move to safer places. In addition to State support, the locality mobilized mass organizations, militia forces, and young people to contribute labor days to reduce costs for households.

Many new houses supported by the Program on Supporting the Elimination of Temporary and Dilapidated Houses for Households Suffering Housing Damage Caused by Natural Disasters in Thai Nguyen Province have been completed, not only giving residents a safe place to live but also enabling them to stabilize their lives and work with peace of mind. This is the result of the engagement of the entire political system in the province and the community's spirit of sharing, which has helped effectively achieve the goal of ensuring social security and leaving no resident facing housing difficulties after natural disasters.
