The emulation movement “Thai Nguyen resolves to successfully achieve the double-digit sustainable growth target for the 2026-2030 period,” recently launched, reflects the province's strong political resolve in implementing the Resolution of the 1st Provincial Party Congress for the 2025-2030 term. At the same time, the movement ignites a spirit of innovation, creativity and aspiration to advance throughout the political system, the business community and all strata of the People. From goal to action, Thai Nguyen is focusing on building the foundations needed to realize its aspiration for rapid and sustainable development.
Comrade Vuong Quoc Tuan, Member of the Party Central Executive Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, launches the emulation movement “Thai Nguyen resolves to successfully achieve the double-digit sustainable growth target for the 2026-2030 period”
Aspiration for double-digit growth
Double-digit growth is an ambitious target. Maintaining a growth rate above 10% for several consecutive years requires careful preparation in terms of resources, infrastructure, institutions and governance capacity. For this reason, the launch of this emulation movement clearly reflects the province's action-oriented thinking, turning development goals from orientations in congress documents into specific tasks tied to plans, solutions and implementation results.
According to the set targets, for the 2026-2030 period, Thai Nguyen aims to achieve an average Gross Regional Domestic Product (GRDP) growth rate of 10.5% or higher per year; average GRDP per capita of about VND 220 million; a digital economy accounting for about 35% of GRDP; and a high growth rate maintained in the industrial production index and state budget revenue. These targets reflect the determination to expand the scale of the economy, generate more resources for development investment, and continuously improve the lives of the People.
Notably, the growth target is set within the requirement of sustainable development. This means that growth must go hand in hand with innovation, digital transformation, green transformation, efficient resource use, and ensuring social security. This is also an orientation consistent with the country's development requirements in the new period.
Speaking at the Launch Ceremony, Chairman of the Thai Nguyen Provincial People's Committee Vuong Quoc Tuan stressed: The spirit of emulation must be substantive and effective, avoiding formalism; every agency, unit and locality needs to clearly define its tasks, responsibilities, timelines and results. This view reflects a consistent requirement in implementation, ensuring that every emulation movement is directed toward concrete outcomes, creates clear changes in socio-economic development, and better serves the needs of the people and businesses.
The emulation movement also conveys a clear message: the double-digit growth target is not the task of any single sector or level of government alone, but the shared responsibility of the entire political system, the business community and all strata of the People. Every field has a role to play in creating new added value for the economy. Every locality needs to proactively seek development drivers suited to its practical conditions.
Overall, Thai Nguyen has many advantages to realize this goal. Industry, especially processing and manufacturing, continues to play the main driving role in growth. The largest system of higher education and scientific research in the midland and northern mountainous region provides an important foundation for developing high-quality human resources. Along with that, the province's position connecting Hanoi Capital with the northern mountainous provinces opens up many opportunities to develop industry, logistics, trade and services.
The development aspiration has been clearly established. What matters now is turning aspiration into action, and turning goals into concrete projects, mechanisms and results.
In recent years, Thai Nguyen has focused resources on infrastructure development investment, especially transport infrastructure, creating momentum to promote socio-economic development. Turning resolve into concrete action
If the emulation movement is a political commitment, then the tasks currently being carried out by the province are clear evidence of its determination to realize the double-digit sustainable growth target.
One of the key tasks at present is investment in infrastructure development. Thai Nguyen Province is focusing resources on strategic, inter-regional connectivity transport projects, creating conditions to expand economic development space. A series of major transport projects have been put into operation or are under way, such as: the connecting route linking Thai Nguyen, Bac Ninh and Phu Tho provinces, and the Ring Road 5 section passing through the province; the Cho Moi - Bac Kan Expressway; and preparations to break ground on the CT.07 Expressway section from Hanoi to Thai Nguyen to Cho Moi. The gradual completion of the transport infrastructure system is helping shorten goods transport time, reduce logistics costs, and increase the appeal to domestic and foreign investors.
Alongside transport infrastructure development is the expansion of industrial land funds to welcome new projects, especially high-tech, supporting industry and green industry projects. The province is currently carrying out a land clearance campaign covering about 2,700 hectares, a large workload involving many localities and thousands of households. The simultaneous implementation of many land clearance projects shows the determination to prepare clean land funds one step ahead. The province's view is to mobilize the involvement of the entire political system, strengthen dialogue with the people, and ensure openness and transparency in compensation, support and resettlement work. When land funds are prepared in a coordinated manner, investment projects can be implemented faster, reducing waiting time and improving the locality's competitiveness.
Another important driving force comes from administrative reform and improving the investment and business environment. In reality, amid increasingly fierce competition to attract investment, the quality of governance, the speed of handling matters, and the degree to which authorities work alongside businesses have become decisive factors in a locality's appeal. In response to this requirement, Thai Nguyen has rolled out a number of new solutions. The “green channel” mechanism for handling administrative procedures helps shorten processing time and quickly resolve obstacles relating to investment, land, construction and business operations. Along with that, the “Morning Tea with Entrepreneurs” program creates a direct dialogue channel between provincial leaders and the business community. Many recommendations have been received and addressed promptly, helping build a transparent, friendly and effective investment environment.

Labor production emulation movements and technical improvement initiatives at businesses contribute to promoting industrial growth in Thai Nguyen Province
The spirit of working alongside businesses is also clearly reflected in investment promotion and attraction efforts. The province prioritizes selecting projects that use modern technology, create high added value, are environmentally friendly, and are capable of deep participation in global supply chains. This is an orientation consistent with the goal of improving the quality of growth and sustainable development. Since the beginning of the year, Thai Nguyen has attracted over USD 8 billion in foreign direct investment (FDI) - the highest in the country.
Along with infrastructure and institutional solutions, the province continues to focus on developing science, technology, innovation and digital transformation. The digital economy is identified as one of the new growth drivers for the coming period. Stepping up the application of technology in state management, production and business, and the provision of public services will help raise labor productivity, reduce social costs, and create more room for development.
The double-digit sustainable growth target is a major challenge, but one that is entirely achievable. The results achieved in infrastructure development, administrative reform, land clearance, investment attraction and digital transformation are creating a solid foundation for the new development period. The emulation movement just launched affirms the determination to turn development aspirations into concrete action. With a spirit of solidarity, innovation, creativity and responsibility, Thai Nguyen is gradually realizing its double-digit growth target, affirming its position as an important growth pole of the midland and northern mountainous region.
