Officials of Grassroots Tax Office 2 stepping up digital transformation in performing their duties, helping improve the effectiveness of budget revenue collection
Closely following the province’s direction, local tax units have proactively implemented a range of synchronized revenue management solutions, focusing on effectively tapping emerging revenue sources. Among them, Grassroots Tax Office 2 of Thai Nguyen Province was assigned a large revenue estimate of more than VND 3,100 billion, with a target of over VND 6,900 billion. This is no small pressure for a grassroots tax unit, even though the area under its management is a key industrial, commercial, and service hub with considerable room for revenue growth. Facing this requirement, the unit has implemented many flexible approaches, most notably stepping up digital transformation, applying taxpayer data analysis, and strengthening accompaniment and support for businesses, thereby improving the effectiveness of revenue management and preventing state budget revenue loss.
Mr. Nguyen Van Hanh, Deputy Head of Grassroots Tax Office 2, said: From the very first days of the year, the unit developed a revenue collection plan by field, by area, and by specific target, identifying 3 groups of key solutions, with a focus on stepping up digital transformation, applying AI technology in policy implementation, improving the effectiveness of tax administration, and promptly supporting and resolving difficulties for taxpayers.
To carry out the plan set, Grassroots Tax Office 2, like other local tax units, regularly reviews and comprehensively assesses revenue sources within its managed area, especially potential revenue sources, newly operational projects, and revenue from land and natural resources. Along with allocating targets and assigning specific tasks to each division and official, the unit organizes monthly and quarterly progress monitoring to manage operations in line with actual developments, while also stepping up communication, support, and dissemination of tax laws and policies, strengthening review of the declaration obligations of businesses and individual business households, and proactively urging and handling outstanding tax debts in accordance with regulations.

As an enterprise operating in Diem Thuy Commune, Hathaco Vietnam Investment and Trading Co., Ltd. has proactively developed a suitable production and business strategy, expanded its markets, increased revenue and operational effectiveness, while fully fulfilling its financial obligations to the State. Mr. Tran Van Tien, Deputy Director of the company, said the enterprise has always received timely support from the Tax authorities in policy guidance and the settlement of related procedures. With positive production and business results, the enterprise is expected to pay over VND 50 billion to the budget in 2026, 6 to 8 times higher than the previous year.

In addition to revenue from production and business activities, revenue from land use fees has also made an important contribution to budget revenue progress in the early months of the year. According to plan, Thai Nguyen Province aims to collect VND 5,500 billion from this field in 2026. To date, collection has reached nearly VND 1,893 billion, equivalent to 34.4% of the annual estimate. This result reflects the effectiveness of proactively creating clean land funds and accelerating the auctioning of land use rights, land allocation, and land leasing for eligible projects. Notably, many enterprises have proactively fulfilled their financial obligations to the State ahead of the prescribed deadline.
Mr. Nguyen Van Tan, Director of Tien Phong Pho Yen Investment Joint Stock Company, said: Over the past years, the enterprise has always fulfilled its financial obligations to the State fully and on time, without incurring any outstanding tax debt. For the Cau Go Market Rural Residential Area Project in Van Xuan Ward, the enterprise completed a tax obligation of VND 81 billion in 2025 and continues to fulfill the remaining obligation of VND 25 billion as planned in 2026.

Thanks to the synchronized implementation of solutions, budget revenue progress in the province has remained positive. As of May 27, 2026, total state budget revenue in the province reached VND 12,341.828 billion, equal to 46.5% of the annual estimate. Of this, domestic revenue continues to play the leading role, while revenue from import-export activities and land-related revenue made an important contribution to the overall result. This result reflects the recovery of production and business activities, while also affirming the effectiveness of the province’s direction and administration of budget revenue collection and the efforts of the Tax sector.
Mr. Nguyen Van Hanh, Deputy Head of Grassroots Tax Office 2, said that in the coming period the unit will continue to closely follow the direction of the Provincial People’s Committee and Thai Nguyen Provincial Tax Department, synchronously implementing solutions for revenue management, preventing revenue loss, handling outstanding tax debts, reforming administrative procedures, and stepping up digital transformation. The focus will be on closely analyzing and assessing each revenue item, each type of tax, and each area to develop suitable operational scenarios, assigning specific responsibility to each division and revenue management official, and striving to fulfill assigned targets at the highest possible level.
Officials of Grassroots Tax Office 1 supporting and guiding taxpayers in completing tax procedures
At the Second Session of the Provincial People’s Committee in May 2026, the Chairman of Thai Nguyen Provincial People’s Committee requested that the whole province strive to achieve budget revenue of at least VND 36,000 billion in 2026, an increase of about 25% compared to 2025. This is a high target that requires great determination and effort from all levels and sectors amid continuing difficulties and challenges. However, with positive budget revenue results from the early months of the year, together with the positive recovery of production and business activities and the effectiveness of revenue management and administration solutions, Thai Nguyen has an important basis for realizing the target set.
