The communes of the former Cho Don District are a mountainous area that still faces many difficulties, with a large area, a scattered population, and ethnic minorities making up the majority. In recent years, thanks to state investment and the implementation of national target programs, the People's living conditions have been gradually improved; transportation, education, and health infrastructure have continued to receive investment. This area still has much potential for developing agriculture and forestry, forest economy, medicinal herbs, ecotourism, and community-based tourism, and plays an important role in protecting upstream forests and preserving the cultural identity of ethnic groups.

However, the localities still face many difficulties, such as connecting transportation infrastructure that is not yet coordinated, a still-high poverty rate, and telecommunications infrastructure in some areas that has not yet met digital transformation requirements. Agricultural and forestry production is mainly small-scale and lacks linkage along value chains, so economic efficiency remains low. To date, most communes have only reached about 40-50% of their 2026 budget revenue estimates.
Secretary of the Provincial Party Committee Trinh Xuan Truong delivers directive remarks
Delivering directive remarks, Secretary of the Provincial Party Committee Trinh Xuan Truong acknowledged and highly appreciated the efforts of the Party committees and governments of the localities in stabilizing the organizational apparatus following the reorganization of administrative units, ensuring smooth and effective operations. He stressed that the communes of the former Cho Don District have many potentials and advantages and have been identified as one of the province's development growth areas in the coming time.
He requested that localities continue to focus on Party building and on building a strong political system, and promote the spirit of solidarity and unity in organizing the performance of tasks. At the same time, they should proactively review and effectively tap the potential and advantages of each area; strengthen linkages among localities; and improve the quality of planning, investment attraction, and infrastructure development in a focused, targeted direction. Along with this, attention should be paid to developing the private economy and the collective economy, striving for each locality to build and develop at least 10 cooperatives tied to its strong products.
Regarding the recommendations of the localities, the Secretary of the Provincial Party Committee assigned relevant departments and sectors to swiftly study and advise on issuing suitable mechanisms and policies, and to allocate the necessary resources to create favorable conditions for the northern communes' socio-economic development in the coming time.
