According to the Department of Health’s report, efforts to protect, care for and improve residents’ health were coordinated across the province in the first 9 months of 2026. The primary healthcare network continued to be strengthened, and the quality of medical examination and treatment gradually improved. To date, 100% of commune and ward health stations have at least 4 doctors; periodic health checks and screening examinations have been provided to more than 1.29 million people across the province, reaching 75.27%. Epidemic prevention and control efforts have kept epidemics under control; medical examination and treatment facilities have continued to develop advanced medical techniques and accelerate digital transformation. Notably, all 37/37 hospitals have adopted electronic medical records; health insurance coverage has reached approximately 96%.
However, the healthcare sector continues to face difficulties relating to personnel, facilities, equipment and investment resources, particularly at the primary healthcare level and in disadvantaged areas.

Chairman of the Provincial People's Committee Nguyen The Manh delivers concluding remarks at the Conference
In his concluding remarks at the Conference, Chairman of the Provincial People's Committee Nguyen The Manh noted that efforts to protect, care for and improve residents' health had shown many positive changes recently; he also pointed out that primary healthcare still faced difficulties involving personnel, facilities, equipment and its ability to attract residents for medical examination and treatment, which needed to be addressed as a priority.
The Chairman of the Provincial People's Committee directed the Department of Health to review all targets assigned by the Provincial People's Council and the objectives set out in Resolution No. 72-NQ/TW; assess progress in detail, clearly identify the reasons for delays in achieving certain targets and develop solutions, striving to meet and exceed the 2026 targets while laying the groundwork for achieving the objectives for 2030. The priority is to ensure that 100% of residents receive at least one health check in 2026, with meaningful results linked to updates to health data to gradually establish health management throughout the life course. The healthcare sector is to study a roadmap for providing free health checks for residents by 2030.
For primary healthcare, priority should be given to investment in and upgrades to facilities and equipment; support policies for healthcare personnel should be fully implemented, especially in isolated, remote and particularly disadvantaged areas. At the same time, Thai Nguyen National Hospital and Thai Nguyen University of Medicine and Pharmacy should play an active role in training, providing professional support, transferring medical techniques and providing additional personnel at the primary healthcare level. A pilot scheme should be considered to assign final-year medical students to support selected health stations, combining practical training with increased staffing at the primary healthcare level.
Alongside these efforts, the healthcare sector is to accelerate digital transformation, develop and effectively use a shared database, and ensure connectivity and information sharing to support health management, medical examination and treatment, management of medicines, supplies and equipment, and epidemic prevention and control. Efforts should be made to increase health insurance coverage to 100% on a sustainable basis; food safety should be strengthened, and epidemics proactively prevented and controlled to avoid the emergence of hotspots. Healthcare facilities are to continue improving medical ethics, responsibility and service attitudes, using residents’ satisfaction, rights and health as measures of quality.
The Chairman of the Provincial People's Committee assigned the Director of the Department of Health to compile all tasks, difficulties, recommendations and proposals raised at the Conference and report to the Provincial People's Committee before October 10, 2026 for consideration and direction. These tasks must be implemented decisively, with clear roadmaps and responsibilities, and stronger coordination among departments, sectors, localities and healthcare facilities, to bring about substantive improvements and better meet residents' needs for healthcare and health protection.
