Site clearance and construction are being accelerated for the investment project to complete CT.07 Expressway's Hanoi - Thai Nguyen - Cho Moi section, with the aim of finishing on schedule.

The project is 99.03 km long, has a total investment of more than VND 21,228 billion and is being implemented under the public-private partnership (PPP) model by a consortium of Phuong Thanh Transport Construction and Investment Joint Stock Company (Phuong Thanh Tranconsin) - Nguyen Minh Infrastructure Development Investment Joint Stock Company - Indel Development and Investment Joint Stock Company as the project investor. Under the design, the Hanoi - Thai Nguyen section will be widened to 6 lanes, while the Thai Nguyen - Cho Moi section will be completed with 4 lanes.
The investor has prepared 7 construction fronts for the project. The immediate goal is to substantially complete relocation of electricity, water and fiber-optic cable systems in October 2026 to enable construction. Geotechnical investigations at bridges and critical locations have largely been completed. Work has begun at construction fronts where the necessary conditions have been met to keep the project on schedule.
Contractor starting work at construction fronts as land becomes available
Site clearance is considered a key task determining the project's implementation schedule. Among the 8 communes and wards along the expressway, Phan Dinh Phung Ward is a central area, where over 10 ha are expected to be acquired, affecting 160 households, approximately 70 of which require resettlement. The locality is actively proceeding as planned.
In localities with large land acquisition areas, such as Quan Trieu, Phu Luong, Vo Tranh and Cho Moi, approximately 230 ha require site clearance. Quan Trieu Ward has completed land inventories covering approximately 64 ha, accounting for 100% of the area. Vo Tranh Commune has approximately 12 km of expressway, with over 90 ha to be acquired; over 22 ha have been handed over, and land and asset inventories are expected to be completed in early October. In Phu Luong Commune, approximately 35 ha are involved, including the resettlement area and underpass; land and asset inventories are over 70% complete.
Striving to open the Km8 - Km70 section to traffic from September 2, 2027
As directed by Secretary of the Provincial Party Committee Trinh Xuan Truong, the investor and relevant units must make all necessary preparations and strive to complete the construction investment project for CT.07 Expressway's Hanoi - Thai Nguyen - Cho Moi section by September 2, 2027, open it to traffic and start toll collection from Km8 to Km70. The Secretary of the Provincial Party Committee directed commune and ward leaders to take personal charge of site clearance; to proactively propose mechanisms and policies to promptly resolve difficulties and obstacles, secure residents' agreement and accelerate land handover for construction.
Completing CT.07 Expressway is considered important for improving transport connectivity, expanding the scope for industrial, urban and service development, and strengthening links between Thai Nguyen, Hanoi and other regional localities. This will create new momentum for the province's socio-economic development.
