According to Ba Be Commune People's Committee, the commune has gathered feedback from local communities, departments, sectors, relevant agencies and organizations, and completed the dossier for appraisal by the specialized agency. The consulting unit has collected data on topography, power-grid infrastructure, population, and related matters to prepare the Ba Be Commune General Planning Scheme. The commune proactively disseminated information to organizations, individuals, and residents through notices and posts on Ba Be Commune's web portal and official social media page, thereby enabling residents to access the planning content and facilitating local management.

Regarding the handling of violations in planning and construction order, inspections and reviews identified 105 administrative-violation cases in the commune, mainly involving unauthorized changes in land-use purpose; illegal construction; encroachment on land managed by organizations; and construction within road-safety corridors. Competent state agencies issued decisions imposing administrative penalties for land violations in 24 cases, including 04 decisions that were revoked for failure to comply with regulations. In the remaining cases, the local authorities prepared working records, directed the violators to suspend the violations, conducted outreach and persuasion, and reminded the violators to comply.
Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee, delivers remarks
After hearing the views exchanged at the working session, Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee, noted that the handling of land- and construction-related violations in Ba Be Commune, particularly around Ba Be Lake, remains slow and behind schedule. Administrative-violation dossiers are not of sufficient quality; several decisions have required correction, amendment, or supplementation; and some records are not sufficiently rigorous. He directed the locality to further strengthen communication, dissemination, and education on the law through suitable methods in the coming time; raise awareness of land and construction laws and improve compliance with them among officials, Party members, and the People; intensify inspections and supervision of legal compliance; promptly detect, rectify, and handle violations to ensure strict and consistent law enforcement; and improve the rural landscape, particularly in the Ba Be Lake tourism area.
