Under the Resolution, beneficiaries include Thai Nguyen Province Tourism Association, Thai Nguyen Province Tea Association, commune and ward People's Committees; hamlets, sub-hamlets, and residential groups; enterprises, cooperatives, cooperative groups, household businesses, households, and individuals carrying out tourism development activities. The policies do not apply to organizations or individuals that are currently undergoing bankruptcy, dissolution, or suspension of operations; are insolvent; or are under investigation or prosecution by competent authorities.

Notably, the province supports loans for developing community-based tourism products, with a maximum amount of VND 500 million per worker and no more than VND 1.5 billion per household; the maximum loan term is 60 months. The provincial budget subsidizes 50% to 90% of the loan interest rate, depending on Zone I, II, or III.

Enterprises, cooperatives, and household businesses receiving loan support to invest in tourist sites

For investment in tourist sites, enterprises, cooperatives, cooperative groups, and household businesses may borrow up to VND 2.5 billion per organization and no more than VND 500 million per worker, with a maximum loan term of 60 months. The provincial budget's interest rate support is also applied by zone, ranging from 50% to 90%. The province also supports 100% of the total cost estimate for building reception points that provide tourism information combined with the display and introduction of souvenirs, OCOP products, and local specialties, up to VND 15 billion per site.

For transportation infrastructure at tourist areas and sites, the support level is 90% in Zone III, 85% in Zone II, and 80% in Zone I, up to VND 15 billion per tourist area or site. Hamlets and residential groups with community-based tourist areas or sites are supported with up to VND 500 million per location for the 2026 - 2030 period to purchase waste collection equipment, labor protection gear, and environmental sanitation supplies.

Tourism training and professional development activities receiving support of up to VND 100 million per class

In addition, the province supports up to VND 100 million per class for tourism training and professional development activities, requiring each class to have at least 30 trainees. Tourism promotion and marketing activities carried out by Thai Nguyen Province Tourism Association, Thai Nguyen Province Tea Association, and commune-level People's Committees with recognized tourist sites are supported with up to VND 100 million per year, to be used for developing promotional materials, video clips, handbooks, and brand identity kits, and for participating in trade fairs, tourism festivals, and stimulus programs.

The policies are implemented using funding from the provincial budget and other lawful sources, ensuring publicity and transparency; they help mobilize social resources, improve infrastructure, enhance service quality, develop community-based tourism, and promote the image and tourism products of Thai Nguyen.
