According to the report at the meeting, Northern Region Project Management Board for Investment in Construction of Transportation and Agricultural Works has coordinated with localities in Thai Nguyen Province to review the project's impact area, compile resettlement needs, and propose resettlement sites and soil and rock disposal sites for construction; concurrently, it has intensified propaganda and mobilization efforts for people to comply with regulations, not to illegally construct, plant trees, or cultivate crops within the project's planned implementation area. The Board has also proactively coordinated with agencies of Cao Bang Province to exchange and receive relevant dossiers and documents to serve management and implement subsequent tasks.

Provincial departments and sectors have actively coordinated with agencies of Cao Bang Province to review and agree on contents related to the project's route alignment, interchanges, rest stops, and technical components; concurrently, they have guided and advised on resolving issues concerning land, land use purpose conversion, environmental impact assessment, and related procedures, helping accelerate the preparation for project implementation.

At the meeting, delegates highlighted that the biggest difficulty for the project to date is that Cao Bang Province has not yet completed the handover of dossiers and documents, nor does it have a specific plan for the handover timeline of the official plan. Therefore, the locality lacks sufficient legal basis to organize implementation.

Vice Chairman of the Provincial People’s Committee Nong Quang Nhat delivers directive remarks

Delivering directive remarks, Vice Chairman of the Provincial People’s Committee Nong Quang Nhat requested departments, boards, sectors, and localities to strengthen coordination, proactively grasp information, and regularly exchange with functional agencies of Cao Bang Province to promptly advise the Provincial People’s Committee and report to the Standing Board of the Provincial Party Committee on the progress and contents related to the project's implementation.

He requested units to focus on reviewing and accelerating preparation work, especially arranging resettlement areas suitable for the project's needs; coordinating to select safe and convenient disposal sites; proactively balancing and advising on funding sources, and supporting localities in carrying out site clearance on schedule.

Additionally, departments and sectors need to strengthen coordination with agencies of Cao Bang Province in updating information on route alignment, planning, interchanges, and related components; concurrently, they must unify the contents of proposals to central ministries and sectors regarding land, environment, planning, and mechanisms and policies to ensure the project's implementation adheres to regulations and meets requirements for progress and quality.
