Groundbreaking ceremony for the project to complete the CT.07 expressway section Hanoi - Thai Nguyen - Cho Moi
On the morning of June 30, at Yen Binh interchange (Van Xuan ward), Thai Nguyen Provincial People's Committee, in coordination with the investor, held the Groundbreaking Ceremony for the Project on Investment in Completing the CT.07 Expressway Section Hanoi - Thai Nguyen - Cho Moi under the Public-Private Partnership (PPP) model. This is a key transport infrastructure project, contributing to completing the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway axis, expanding the development space for Thai Nguyen and other localities in the region; simultaneously creating momentum to attract investment, develop industry, logistics, and enhance connectivity between the Capital Region and the midland and mountainous areas of the North.

The Project on Investment in Completing the CT.07 Expressway Section Hanoi - Thai Nguyen - Cho Moi under the public-private partnership model has a total length of approximately 99.03 km, of which the Hanoi - Thai Nguyen section is about 59.93 km long and the Thai Nguyen - Cho Moi section is about 39.10 km long. The starting point is at Km8+772.76, connecting with Hanoi Ring Road 3, and the ending point is at Km107+802.17, connecting with the Cho Moi - Bac Kan expressway at Thanh Binh interchange. The project passes through Hanoi City, Bac Ninh Province, and Thai Nguyen Province.
According to the approved plan, the Hanoi - Thai Nguyen section will be expanded to 6 lanes. The Thai Nguyen - Cho Moi section will be developed with a 4-lane scale. The project will synchronously construct an interchange system, bridges, tunnels, service roads, pedestrian underpasses, drainage works, and traffic safety systems. The project has a total investment of over VND 21,228.9 billion, implemented under the PPP method, without using state budget capital for project participation. The preparation and construction period is from 2026 to 2029; the operation and exploitation period is expected to be 20.7 years.
The consortium of Phuong Thanh Transport Investment and Construction Joint Stock Company (Phuong Thanh Tranconsin) - Nguyen Minh Infrastructure Development Investment Joint Stock Company - Indel Investment and Development Joint Stock Company is the investor implementing the Project. Among them, Phuong Thanh Tranconsin is one of the contractors that has constructed the most kilometers of expressways in Vietnam, with many important national projects. The investor's representative committed to implementing the Project with a high sense of responsibility, striving to complete the Project ahead of the schedule committed to the Government, ministries, sectors, localities, and the People.

Speaking at the Ceremony, Secretary of the Provincial Party Committee Trinh Xuan Truong emphasized that the investment in completing the CT.07 expressway today holds significance beyond the scope of a mere transport project. This is a project connecting Thai Nguyen with the Capital Hanoi; connecting the midland and mountainous provinces of the North with the key economic region of the Northern Delta; connecting industrial, logistics, commercial, and service centers; and simultaneously gradually completing the transport corridor from Hanoi - Thai Nguyen - Cao Bang according to national planning. More importantly, this is a route that connects new development opportunities for residents and businesses; creating momentum to promote socio-economic development, strengthen national defense and security, and enhance regional connectivity.
He also informed about positive signals in economic development and the achievement of growth targets, while affirming that the groundbreaking ceremony today for the CT.07 Expressway Complete Construction Investment Project holds extremely important significance, contributing to Thai Nguyen's faster and more sustainable development in the new period. He committed that Thai Nguyen province will always partner with businesses and investors throughout the Project's implementation. All difficulties and obstacles that arise will be promptly and effectively addressed by the province with the highest sense of responsibility.

Delivering directive remarks at the groundbreaking ceremony, Deputy Prime Minister Le Tien Chau emphasized that the Party and State consistently hold the view that developing coordinated and modern infrastructure is one of three strategic breakthroughs for rapid and sustainable national development. Among these, transport infrastructure is prioritized for investment to take a step ahead, paving the way for development, creating new growth spaces, enhancing national competitiveness, and connecting economic regions.
Within the overall national expressway network, the CT.07 Hanoi - Thai Nguyen - Cho Moi route plays a particularly important role. Once completed, the expressway will enhance transport capacity along the entire route, reducing travel time and freight costs; creating development momentum for industrial parks, urban areas, logistics centers, tourism, and services; and simultaneously expanding development space for the entire Northern Midlands and Mountainous region.
The Deputy Prime Minister requested the Ministry of Construction, relevant ministries, sectors, Thai Nguyen Provincial People's Committee, and related localities to focus on directing and resolving difficulties, ensuring site clearance, construction material sources, and security and order; he also requested investors, consulting units, and contractors to mobilize sufficient resources, organize scientific construction, and ensure progress, quality, labor safety, and environmental protection.
The Government will direct ministries and sectors to continue coordinating research on the remaining routes along the CT.07 corridor, completing the Hanoi - Thai Nguyen - Cho Moi - Bac Kan - Cao Bang expressway according to planning and investment phasing, while also resolving difficulties and obstacles to complete strategic infrastructure in the coming time.
The Deputy Prime Minister expressed confidence that with the engagement of the entire political system, the consensus of the People, and the determination of investors and construction units, the CT.07 Hanoi - Thai Nguyen - Cho Moi Expressway Complete Construction Investment Project will be completed on schedule, ensuring quality, safety, and efficiency, and will soon bring practical value, making a tangible contribution to the growth targets of Thai Nguyen province and the nation.
