In Cho Don Commune, two farm roads measuring 313 m and 170 m in Lien Thuy Hamlet are being built as planned. On the more than 500 m long Khuoi Giao road in Bang Lang Hamlet, the contractor has completed the stone base and compaction along the entire route; the roadbed has largely reached the required compaction level, and preparations are underway for the next stages of work.

Ms. Nong Thi Ve, a resident of Bang Lang Hamlet, said: "Recently, the contractor has taken advantage of favorable weather, mobilizing workers and machinery to speed up construction. We hope the road will soon open to serve residents' travel and production needs."

In Phu Thong Commune, the final stages of the Phuong Linh road upgrade at the Khuoi Lua section in Chien Thang Hamlet are nearing completion; the road is more than 767 m long, with a 4 m wide roadbed, a 3 m wide cement concrete surface and total investment of more than VND 1 billion from the state budget. Mr. Nguyen Trong Hong, Director of Quyet Tien TH Cooperative, said: The contractor is mobilizing workers and machinery to accelerate the planned construction work while controlling quality at each stage. Throughout construction, the contractor regularly coordinates with the project owner and local authorities to address emerging issues, aiming to complete and hand over the project in November 2026.

In 2026, Phu Thong Commune was allocated more than VND 12.4 billion in public investment capital. As of September 30, 2026, the locality had disbursed more than 70% of its planned allocation. Ms. Hoang Thi Xuyen, Director of Phu Thong Commune General Services Center, said: As the owner of projects in the commune, the Center is focusing on monitoring and inspecting construction progress and promptly coordinating efforts to resolve difficulties for contractors. It is also reviewing the documentation for completed works and preparing and submitting final accounts for eligible projects, aiming to disburse the full allocated capital before December 31, 2026.

In Ngan Son Commune, public investment disbursement remains slow. The locality is currently implementing 17 projects, including 6 funded through local budget allocations and 11 under national target programs. Of these, 3 projects have been completed and the final accounts for 1 project have been approved; the remaining projects are under implementation or in the investment preparation stage.

Comrade Duong Thi Phuong Que, Chairwoman of Ngan Son Commune People's Committee, said: The commune's planned public investment allocation for 2026 is nearly VND 37.2 billion, but cumulative disbursement as of September 28, 2026 had reached only 14.8% of the plan. In response, the Commune People's Committee has directed the relevant units to review each project and funding source, clearly identify the causes of delays and the responsibilities of the parties involved in order to devise remedial measures; focus on removing obstacles and accelerating implementation, and strive to fulfill as much of the 2026 public investment disbursement plan as possible.

Alongside accelerating ongoing works, localities are also paying attention to the upkeep and maintenance of infrastructure already in use, helping maximize the effectiveness of investment capital. In Na Phac Commune, the locality has invested nearly VND 2 billion from national target program funding in new transport works; it has allocated more than VND 5 billion for the upkeep and maintenance of 18 transport and irrigation works.

Comrade Luc Anh Luan, Chairman of Na Phac Commune People's Committee, said: The locality is strengthening progress inspections and quality supervision for works under construction; it is also regularly assessing the condition of works already in use to identify components requiring repair, upkeep and maintenance. These efforts ensure that the works continue to function effectively and serve residents' travel and production needs.

Under the direction of the Chairman of the Provincial People's Committee, from now until the end of the year, units and localities must focus on accelerating project implementation, striving to substantially complete the work scheduled for acceptance by November 15, 2026 so that disbursement can take place in December; they must fulfill 100% of the allocated capital plan before December 31, 2026.

To achieve this goal, project owners, contractors and local authorities must take greater responsibility and coordinate closely at every stage of implementation. Localities regularly inspect construction sites, closely monitor the progress of each project and proactively address difficulties and obstacles concerning site clearance, documentation and investment procedures. For projects with slow disbursement, they identify the causes, responsibilities and remedial measures; expedite acceptance of completed work and finalize payment documentation in accordance with regulations. Quality inspection and supervision must also continue throughout the process to ensure that construction work complies with the designs and technical requirements.

Efforts to accelerate progress go hand in hand with ensuring construction quality and effective use of capital, striving to fulfill as much of the disbursement plan as possible, gradually improving infrastructure and promoting socio-economic development in the highlands.
