Emergency response forces promptly reached the scene, promptly providing first aid to the victims and transporting them to medical facilities for further care and treatment

The assumed scenario occurred around 2:00 PM on November 30th at the sulfuric acid filling point in the tank container area. The supplier's tanker truck was properly positioned, and an assistant connected the pipeline from the tanker to the acid pump system through a flange-faced coupling. However, upon opening the supply valve to transfer the chemical from the tanker to the container, the assistant noticed a leakage at the flange face. While using a tool to tighten the bolts at the coupling, sulfuric acid unexpectedly sprayed out from the flange face, hitting the face and neck. Simultaneously, a significant amount of the chemical adhered to the vehicle's tank wall and spilled onto the ground beneath the vehicle. While rushing to the nearby eye-wash station to rinse off the chemical, the assistant tripped over the pipeline and lost consciousness. The chemical operations staff quickly noticed the incident, halted the pumping, and reported the accident to the area manager. The area supervisor immediately activated the emergency response by notifying the emergency coordination center for assistance. They coordinated with the chemical operations staff to isolate the supply valve and swiftly move the injured individual to the emergency eye-wash station for decontamination and initial treatment, providing immediate care to the victim.

In response to that assumed scenario, emergency response forces quickly deployed response measures, prevented the release of chemicals affecting the environment; collected spilled chemicals and rescue victims.... After more than 30 minutes, the spilled chemicals were completely collected and safely taken to the treatment site for hazardous chemicals, the victim was rescued in time, taken to a medical facility for care and treatment.

The drill practice aimed to improve the effectiveness of chemical incident prevention and response; assess the coordination ability, command capacity and response readiness of forces in handling chemical incident situations.
