Attending the Congress were: Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; Comrade Nong Quang Nhat, Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; representatives of the Central Committee of the Vietnam Red Cross Society; leaders of Red Cross Societies from several provinces and cities; representatives of provincial departments, boards, agencies, and mass organizations, along with 330 outstanding delegates representing over 69,000 members, more than 5,000 volunteers, and over 150,000 Red Cross youth throughout the province.

Evaluating the implementation results of the Resolution of the 9th Congress of Thai Nguyen Province Red Cross Society for the 2022-2027 term (for the 2022-2026 period), the Congress affirmed that the Society has completed and exceeded many set targets. The total value of humanitarian activities reached over VND 434 billion, an increase of 102.8% compared to the previous term; supporting over 634,000 disadvantaged and vulnerable individuals. Humanitarian movements, campaigns, and models have been implemented creatively and effectively, gradually shifting from immediate support to sustainable development support, creating a widespread impact in the community. Many models were recognized by the Central Committee of the Vietnam Red Cross Society as outstanding national examples.

Propaganda and mobilization for voluntary blood donation have been maintained systematically, forming a stable blood reserve, contributing to meeting the needs for emergency care, treatment, and health care for the People. Red Cross organizations at all levels continue to be consolidated and strengthened; their capacity to mobilize resources and coordinate humanitarian activities is becoming increasingly professional; the state management role over Red Cross work has been enhanced. Besides the achievements, the Congress also frankly pointed out some shortcomings and limitations in the Society's work and the Red Cross movement for the 2022-2027 term, thereby proposing solutions to improve the quality and effectiveness of activities in the new term.

Delivering directive remarks at the Congress, Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, requested Thai Nguyen Province Red Cross Society to continue affirming and promoting its core, bridging, and coordinating role in humanitarian work; to connect social resources, spread humanitarian values, and contribute to building a united, compassionate, safe, and sustainably developing community; and to effectively implement the goal of "leaving no one behind."

He also requested the Society to proactively align its operational orientation with the development requirements of the country and the province in the new period; promote the discovery, nurturing, and replication of "good people, good deeds" examples, especially in voluntary blood donation, social work, resource mobilization, and disaster prevention and response. Thereby, helping ensure social welfare in the area.

Comrade Dinh Quang Tuyen expressed confidence that with the humanitarian tradition of Thai Nguyen homeland, the attention of the Central Committee of the Vietnam Red Cross Society, the Party committees, authorities, and Provincial Fatherland Front Committee, along with the sense of responsibility and dedication of its officials, members, and volunteers, Thai Nguyen Province Red Cross Society will continue to develop strongly, affirming its role as a core force in humanitarian activities, caring for vulnerable individuals, and actively contributing to the province's social welfare efforts.

The Congress approved the consolidated report of feedback on the draft documents submitted to the 12th National Congress of the Vietnam Red Cross Society; and unanimously honored Comrade Nong Quang Nhat, Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, to hold the position of Honorary Chairman of the 1st Thai Nguyen Province Red Cross Society for the 2026-2031 term.

The Congress approved the election results for the 1st Executive Committee of Thai Nguyen Province Red Cross Society for the 2026-2031 term, comprising 45 comrades; and elected a Delegation of 11 comrades to attend the 12th National Congress of the Vietnam Red Cross Society. At its first meeting, the 1st Executive Committee of Thai Nguyen Province Red Cross Society elected a Standing Committee of 15 comrades, an Inspection Committee of 7 comrades; and elected the Chairman, Vice Chairmen, and Head of the Society's Inspection Committee. Chairwoman Kieu Thi Thao was re-elected to continue serving as Chairwoman of the 1st Thai Nguyen Province Red Cross Society for the 2026-2031 term.

1st Executive Committee of Thai Nguyen Province Red Cross Society for the 2026-2031 term introduced at the Congress

On this occasion, the Congress announced commendation decisions for collectives and individuals with outstanding achievements in the Society's work and the Red Cross movement for the 2022-2027 term. Among them, Thai Nguyen Province Red Cross Society collective and 1 individual were honored with Certificates of Commendation from the Prime Minister; 14 collectives and 20 individuals received Certificates of Commendation from the Chairman of the Provincial People's Committee; 14 individuals were awarded the "For the Cause of Humanity" Commemorative Medal; and 10 collectives and 15 individuals received Certificates of Commendation from the Vietnam Red Cross Society.

With a spirit of democracy, unity, responsibility, and high determination, the Congress approved the Resolution of the 1st Congress of Thai Nguyen Province Red Cross Society for the 2026-2031 term. The Congress Resolution identified three breakthroughs: Breakthrough in resource mobilization; breakthrough in improving the quality of Red Cross Society organization and volunteer forces; and breakthrough in digital transformation for humanitarian activities, creating a foundation for the Society to continue innovating, developing, and enhancing operational effectiveness in the new period.
