Enhancing leadership and management capacity for key commune-level officials in the new context
On August 14, Thai Nguyen Provincial Party Committee held the 2026 Training Course to Update Knowledge and Skills for Key Commune-Level Leading Officials. Attending the Training Course were Comrade Trinh Xuan Truong, Member of the Party Central Executive Committee and Secretary of the Provincial Party Committee; Comrade Vuong Quoc Tuan, Member of the Party Central Executive Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee; the Standing Board of the Provincial Party Committee and members of the Provincial Party Standing Committee; leaders of the Provincial People's Council and various commissions, departments, and sectors, together with 272 key commune-level leading officials.

Delivering directive remarks, Secretary of the Provincial Party Committee Trinh Xuan Truong emphasized: The operation of the two-tier local government model is placing increasingly high demands on the contingent of leadership and management officials at the grassroots level. The commune level is now shouldering a greater and more direct workload, authority, and responsibility in local governance and serving the People. Therefore, key commune-level officials must continuously update their knowledge, renew their thinking, and enhance their capacity for leadership, management, and organizational implementation. The Secretary of the Provincial Party Committee directed commune-level officials to shift decisively from a managerial mindset to an enabling mindset, to stay closely engaged with the grassroots, to maintain a firm grasp of the situation, and to correctly identify advantages and bottlenecks in order to select priorities for leadership and direction. Every guideline and resolution must be concretized into specific tasks, outputs, and results, with resources, responsibilities, timelines, and evaluation criteria clearly defined.
In particular, he noted the need to enhance implementation capacity, strengthen inspection and oversight, proactively resolve difficulties, and effectively address issues arising in practice; and to step up the application of digital transformation and data exploitation in leadership, management, and administration. Officials’ training work also needs to be renewed in the direction of increasing interaction, exchange, discussion, and the sharing of practical experience.

Presenting the topic “Leadership and Administration Work in Organizing the Implementation of Goals for Socio-Economic Development, Administrative Reform, Digital Transformation, and Serving the Public and Businesses”, Chairman of the Provincial People's Committee Vuong Quoc Tuan focused on clarifying the need to renew leadership and administration methods in a scientific, effective, flexible, and modern direction; and to clearly delineate the roles of leadership and administration, linking decentralization and delegation of authority with accountability.
He emphasized that, in order to effectively achieve the socio-economic development goals, authorities at all levels must clearly define objectives and key tasks, mobilize and effectively use resources, and strengthen coordination between levels and sectors, while regularly monitoring, inspecting, and evaluating the implementation process.
Regarding administrative reform and digital transformation, Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that this must be a regular task of the entire political system, in which heads of agencies must personally direct, inspect, and resolve obstacles. Digital transformation is not merely the application of technology but must aim to improve the quality of governance, shorten processing times, increase openness and transparency, and better serve the public and businesses.
Placing the public and businesses at the center of service delivery is one of the consistent requirements emphasized in the presentation. The effectiveness of socio-economic development, the quality of public service delivery, and the satisfaction level of the public and businesses should be regarded as important criteria for evaluating the operational effectiveness of the state apparatus.

This helps enhance their capacity for organizational implementation, meet the requirements for the effective operation of the two-tier local government model, contribute to bringing the Party's guidelines and resolutions into practice, and successfully achieve Thai Nguyen Province's development goals through 2030.
