Reviewing progress on compensation, support and resettlement for the Cho Moi - Bac Kan Expressway Project
On the afternoon of April 1, at the office of Thanh Thinh Commune People’s Committee, Comrade Nong Quang Nhat, Vice Chairman of the Provincial People’s Committee, led a working session to review progress in implementing compensation, support and resettlement for the Cho Moi - Bac Kan Expressway Investment and Construction Project. In attendance were Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, Chairman of the provincial Fatherland Front Committee and representatives of relevant provincial departments, agencies and localities.

According to the report presented at the working session, compared with findings reported at the March 20, 2026 meeting, the progress of site clearance along the entire route through March 31, 2026 showed marked improvement. Numerous issues have been resolved, although certain bottlenecks remain that require focused and definitive action. Specifically, in Bac Kan Ward, site clearance has been substantially completed, satisfying requirements for the commencement of construction activities. In Thanh Mai Commune, no further site clearance obstacles remain along the main alignment, meaning the set targets have been met. Public information and mobilization efforts regarding locations designated for excess spoil disposal have also proven effective, with the majority of affected households agreeing to the proposed arrangements. However, infrastructure construction progress at the resettlement areas remains slow, affecting land handover and the stabilization of residents’ livelihoods. In Thanh Thinh Commune, compensation, support and resettlement work has not yet been fully concluded. At present, 37 households requesting resettlement land have only just received compensation payments; 2 households face complications related to land documentation and current land use status; and 1 household has yet to accept its compensation payment. Several procedures relating to land valuation and the finalization of compensation plans remain in progress.

At the working session, local authorities requested that the Provincial People’s Committee direct the Northern Region Project Management Board for Investment in Construction of Transportation and Agricultural Works to accelerate construction progress and complete the resettlement areas in order to hand over land to affected households.

Speaking at the working session, Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, Chairman of the provincial Fatherland Front Committee, stressed that the outstanding issues are primarily related to resettlement arrangements and the origins of land documentation. These are sensitive matters that directly affect the legitimate rights and interests of residents; therefore, local authorities must exercise resolute leadership and resolve each issue completely before moving on, without allowing any matter to be prolonged. With regard to excess spoil disposal sites, localities, specialized agencies and contractors must urgently finalize the required documentation and procedures in compliance with regulations; strengthen inspection and supervision of site selection and spoil disposal plans to ensure conformity with land use planning and to prevent adverse effects on the environment and residents’ livelihoods. The entire process must be conducted in a transparent and open manner to foster public consensus and to prevent the emergence of hotspots or disputes. All units must review each task item, establish clear completion milestones, intensify inspections and supervision and promptly report and propose solutions for any difficulties or complications that arise, so as to ensure that the overall progress of the Project is not affected.

In his concluding remarks, Vice Chairman of the Provincial People’s Committee Nong Quang Nhat emphasized that, while progress has been made compared with the situation as of March 20, implementation has been uneven across localities, with a number of tasks still falling behind schedule. Accordingly, all localities must continue to tighten discipline and order in the execution of their responsibilities, particularly Thanh Thinh Commune, which must establish a specific roadmap and clear deadlines to resolve each outstanding group of issues completely; to finalize compensation payments, hand over cleared land and arrange resettlement in accordance with commitments made. In cases involving complications related to the origins of land documentation, thorough reviews and verification of all relevant files must be conducted, with resolution carried out strictly in accordance with regulations and without delay. The Northern Region Project Management Board for Investment in Construction of Transportation and Agricultural Works, along with relevant provincial departments and agencies, bears the responsibility of accelerating the completion of resettlement area infrastructure to ensure that land can be handed over to residents at the earliest possible time. Regarding contractors, he called for the maximum mobilization of personnel and equipment, the continuous organization of construction activities at all sites where cleared land is available and strengthened coordination with local authorities in addressing issues related to spoil disposal sites and technical infrastructure.
