Approval of temporary traffic management plan for pedestrian street construction and cycling race organization
On March 27, Comrade Nguyen Linh, Vice Chairman of the Provincial People's Committee, signed and issued Official Dispatch No. 3023/UBND-CNN&XD on approving the temporary traffic management plan to serve construction works for the New Urban Area and Pedestrian Street Project in the center of Thai Nguyen City, as well as the organization of the First Expanded Cycling Race of Phan Dinh Phung Ward 2026.

Accordingly, to facilitate construction of the New Urban Area and Pedestrian Street Project in the center of Thai Nguyen City, traffic management arrangements have been adjusted on several roads. Specifically, Nguyen Du Street will be narrowed by 2.5 meters on the carriageway side adjacent to the project (on the left side of the route heading from Vo Nguyen Giap Square – Doi Can Street toward Cach Mang Thang 8 Street). Hung Vuong Street will similarly be narrowed by 2.5 meters on the carriageway side adjacent to the project (on the right side of the route heading from Vo Nguyen Giap Square – Doi Can Street toward Ben Tuong Street). Construction shall proceed in 30-meter sections, with each section fully restored before the next section commences, until the entire project length is completed.

At the construction site, supplementary signage, including slow-traffic signs, narrow-road signs and construction zone signs, will be installed, together with barriers, warning lights and traffic marshaling personnel to ensure the safety of pedestrians and vehicles in transit. The temporary traffic management plan will be in effect for 63 days from the date the construction permit is issued.

Regarding the First Expanded Cycling Race of Phan Dinh Phung Ward 2026, the Provincial People's Committee has authorized a temporary traffic ban for vehicles on Bac Nam – Huong Thuong Road and the Huong Thuong – Chua Hang Road (except for vehicles participating in and serving the race). The temporary road closure will be in effect from 8:00 a.m. to 11:00 a.m. on March 28, 2026, covering both directions of Bac Nam – Huong Thuong Road and Huong Thuong – Chua Hang Road, from the section adjacent to the Residential Area of Group 14, Tuc Duyen Ward (Thang Long Residential Area) to Chua Hang roundabout.

The Provincial People's Committee has assigned the People's Committee of Phan Dinh Phung Ward to take the lead, in coordination with the People's Committee of Linh Son Ward, in widely publicizing the traffic management plan through mass media outlets and to deploy adequate personnel and equipment to manage traffic flow during the race. Relevant units should use rigid mobile barriers, portable signage, reflective warning tape and appropriate traffic guidance systems to facilitate smooth movement for residents and prevent congestion.

The People's Committee of Phan Dinh Phung Ward is also responsible for supervising the Project Management Board of Thai Nguyen Pedestrian Street (TASECO Land Investment Joint Stock Company) in the full installation of road traffic signaling systems, deployment of barriers, warning lights, nighttime illumination and traffic marshaling personnel at the construction sites on Hung Vuong and Nguyen Du streets. Upon completion of the project construction and the cycling race, all barriers, signage and warning tape shall be dismantled and the roads restored to their original condition.
