At the Conference, delegates heard reports on the plan and progress in preparing the master plans for communes and independent new urban areas, and the status of implementing matters related to proposing and appraising a number of administrative units in accordance with regulations. Delegates also exchanged views and discussed the direction for spatial development, infrastructure, and connectivity among areas.

Delivering directive remarks, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vuong Quoc Tuan directed departments, sectors, and localities to continue coordinating closely, proactively reviewing and finalizing the contents, and ensuring the progress and quality of the planning work. The implementation process must ensure consistency and coordination among the plans and align with the province's overall development direction, while also focusing on infrastructure connectivity, spatial organization, and the effective utilization of each area's potential and advantages.

Regarding the review of the zoning plan, including the administrative center area and cultural institutions (such as the Provincial Museum and Library) associated with commercial and service space, he assigned the Department of Construction to take the lead, in coordination with relevant agencies and units, in working with the strategic investor and studying the selection of a capable consulting unit to carry out the planning, ensuring coordination and a long-term vision.

He also directed agencies and units to continue studying and clarifying the plans, proactively coordinating during implementation, and ensuring that the planning contents are carried out in a coordinated manner, in accordance with regulations, and in response to the province's development requirements in the new period. He also assigned the Department of Construction to compile the information and advise the Provincial People's Committee to report to the Standing Board of the Party Committee of the Provincial People's Committee and, on that basis, report the contents to the Standing Board of the Provincial Party Committee as required.
