On the morning of January 13, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market, presided over the 5th Session of the Steering Committee to review the implementation results for 2025 and discuss orientations, tasks and breakthrough solutions for 2026 and the following years.

According to the report of the Ministry of Construction, there are currently 2,169 commercial housing and urban area projects nationwide. In which, 611 projects have been completed with nearly 999,000 units; 1,114 projects are under construction with more than 529,000 units; 444 projects have had investment policies approved. Along with that, the country is implementing 548 infrastructure investment projects to transfer land use rights to people for self-built housing, with more than 108,800 lots and foundations.
In the field of social housing, there are 698 projects under implementation nationwide, with a total scale of 657,441 units. To date, 193 projects have been completed with 169,143 units; 200 projects have broken ground and are under construction with 134,111 units. By the end of 2025, the number of social housing units completed, commenced and approved in principle reached approximately 62% of the target set by the Scheme on “Investing in the construction of at least 01 million social housing apartments for low-income people and industrial park workers in the 2021–2030 period.” In 2025 alone, 102,633 units were completed nationwide, reaching 102% of the plan and surpassing the set target.

Discussing at the Session, Vice Chairwoman of Thai Nguyen Province People's Committee Nguyen Thi Loan stated that, closely following the direction of the Government and the Central Steering Committee, Thai Nguyen province has synchronously deployed many solutions to develop the real estate market, with special emphasis on social housing. To date, the province has identified 49 locations for social housing development land funds, with a total area of about 158.81 hectares, consistent with approved urban and rural planning. The work of reviewing, updating planning and arranging 20% land funds in urban area and housing projects is implemented seriously, creating favorable conditions to attract investors.
Regarding specific results, by 2025, the entire province completed 8,875 social housing units. Of which, 7,691 units were completed before 2020, mainly serving industrial park workers, pupils and students; 1,184 units belong to 3 projects licensed for construction and implemented in the 2021–2024 period. In 2025 alone, the Central Government assigned Thai Nguyen a target of completing 1,084 units, but the province completed up to 4,223 units, exceeding the plan by 3,139 units.
Currently, the province has 8 social housing projects with a scale of 8,789 units that have been approved for investment policy and are completing procedures regarding land, environment and fire prevention and fighting to start construction in the fourth quarter of 2025 and the first quarter of 2026. In the 2026–2030 period, the province plans to continue implementing 7 projects, with about 9,504 units, contributing to meeting housing needs for low-income earners and industrial park workers in the area.
Thai Nguyen province also recommended that the Government should direct ministries and branches to early standardize, integrate and interconnect social housing data into the National Database and the VNeID application to improve management efficiency, ensure correct beneficiaries, prevent policy profiteering and simultaneously create favorable conditions for citizens during the procedure implementation process.

Concluding the Session, Prime Minister Pham Minh Chinh acknowledged and commended the efforts and responsibility of ministries, branches and localities in housing development, especially social housing. Emphasizing that this is a task of deep humanistic significance, contributing to ensuring social security and stabilizing the real estate market, the Prime Minister requested that in the coming time, ministries, branches and localities continue to review and perfect laws on housing and real estate business; build a housing and real estate market data system that is "correct, sufficient, clean and live", interconnected from the Central to local levels; remove obstacles for projects; adjust supply structure so that housing prices fit people's affordability; and resolutely and strictly handle violations, ensuring the market develops safely, sustainably and fairly.
