Reviewing and finalizing the adjustment of Thai Nguyen Province Planning according to new development orientation
On the afternoon of January 12, Comrade Vuong Quoc Tuan, Alternate Member of Party Central Executive Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and Comrade Nguyen Linh, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, presided over a meeting to review the contents of the adjustment to Thai Nguyen Province Planning for the 2021–2030 period, with a vision to 2050.

At the meeting, the leadership of the Department of Finance reported on the progress of establishing the adjustment to the Provincial Planning; the draft synthesis report, the report on absorbing and explaining opinions contributed by Central ministries and branches; and the draft Decision approving the adjustment of the Provincial Planning. The report contents focused on clarifying the legal basis, scope, viewpoints, objectives and development plans of the province in the new space after the merger.
According to the report, ministries and Central branches basically agreed with the necessity of adjusting Thai Nguyen Province Planning, while requesting the province to continue reviewing, updating and perfecting many important contents. In particular, emphasizing the requirement to clarify the role of education and training as the foundation for developing high-quality human resources; adding plans for land fund allocation and development of the educational institution network, especially in urban areas and industrial parks with high rates of mechanical population increase.
Representatives of departments and branches giving opinions at the meeting
For the health sector, opinions proposed fully updating post-consolidation data, clarifying Thai Nguyen’s role as a major medical and medical training center of the Northern Midlands and Mountainous region; and improving development plans for the healthcare network toward enhancing grassroots healthcare quality, developing specialized medical fields and striving for universal health insurance coverage.
Many opinions also suggested that the Planning needs to emphasize science, technology, innovation and digital transformation as key drivers for growth, concretizing objectives and solutions to implement Resolution No. 57-NQ/TW of the Politburo; simultaneously clarifying development scenarios and the basis for achieving high GRDP growth targets in the 2026–2030 period.
In addition, ministries and branches requested the province to continue perfecting the plan for urban-rural system development suitable to the two-tier local government model; reviewing and fully integrating contents regarding national defense, security, foreign affairs, ethnic groups, religion and social security; ensuring synchronization with national planning, regional planning and international treaties of which Vietnam is a member.

Concluding the meeting, Chairman of the Provincial People's Committee Vuong Quoc Tuan commended the presiding agency and the consulting unit for proactively and timely fully absorbing contributed opinions of ministries and Central branches to adjust, supplement and complete the dossier for adjusting the Provincial Planning.
He emphasized that in the new context, Thai Nguyen province needs to be positioned at a new level of development. As the center of the Northern Midlands and Mountainous region, the Provincial Planning must have visionary thinking, referencing and learning from the experiences of localities that have built administrative center and urban planning in a methodical and modern way. He requested the Department of Finance to continue perfecting the submission report in a strict and clear direction, fully clarifying adjustment contents, bases and reasons for adjustment, ensuring the dossier has high persuasiveness.
The Chairman of the Provincial People's Committee required that the Provincial Planning after adjustment must ensure inheritance, long-term vision and feasibility, while paying special attention to reviewing and supplementing the strategic transport system, ensuring synchronous inter-urban and inter-regional connection, in which attention should be paid to supplementing important traffic routes in remote and isolated areas.
Regarding urban planning, he requested clarifying the positioning of development space, clearly demonstrating the aspiration for strong rising of the provincial urban center, focusing immediately on developing at least 3 central areas playing a driving role. Along with that, it is necessary to review and link industrial park planning with social housing funds, creating a sustainable foundation for the province's development process in the direction of industrialization.
In addition, he noted that environmental issues need to be set out with a specific roadmap; continue to review and adjust industrial park planning, strictly manage soil and stone mines, ensuring harmonious development between the economy and the environment. The Provincial Planning after adjustment must truly become an important tool orienting spatial development, effectively mobilizing and using resources, creating a foundation for Thai Nguyen to develop rapidly and sustainably in the new period.
