1 Culture

 1.1 Education and training

Thai Nguyen is ranked as the third largest training center nationwide. The number of the universities, colleges, and vocational colleges in Thai Nguyen is relatively higher than other provinces, introducing a variety of training programs for different professions at all levels. Thai Nguyen is also notable for many highly respected training shools.

Every year, more than 112,000 people received training at different levels, comprising of doctor, post-graduate, undergraduate, college, long term secondary vocational schools in technological, economic, financial, cultural and tourism fields.

There are many professional and vocational schools concentrated in Thai Nguyen province, including 9 universities, 29 colleges and secondary and vocational schools with 14,000 students in total, training more than 20,000 students each year. The education - training in the province from 1997 until now have made positive changes, contributing significantly to the social- economic development in Thai Nguyen, such as  increase in student number, strengthening in school infrastructure, and improvement of teacher’s qualification. So far,  100% of communes, wards have achieved the primary education universalization at the correct age according to National standards. The univeralization of the secondary shools continues to be stabilized, targeting on maintaining 180/180 commnues, wards, towns and 9/9 districts and cities and towns universalized,  reaching  the rate of 100%. With regard to higher secondary education universalization,  40/180 communes, wards, districts, towns met the univeralization standard (22,22% in ratio). Thai Nguyen University have well promoted its role as one of the crucial national universities, meeting the labour force training demand of Thai Nguyen province and other provinces in the Northern midland and mountainous region.

1.2 University education and Vocational training

There are public 12 colleges (both vocational and professional) in the province with 1,668 teachers and 27,483 students. Their mission is to, train the labour force in technical, economic, health, agriculture and forestry fields.

Thai Nguyen province has 33 vocational training centers, 7 vocational schools, training 16,000-18,000 students at different training levels, in which the number of students trained for 12-36 months and less than 12 months is 22%-24% and 76-78% respectively. In addition, some vocational training activities are also organized in  colleges, and professional secondary shools. There are 29 colleges and professional secondary schools that offer vocational training at different levels with the size of 4,000-5,000 students per year.

Abundant and well-trained human resource is recognised as one of the important factors that contributes to the success in attracting investment to the locality over time. The system of universities, colleges and professional secondary schools and vocational schools has developed strongly in terms of both scale and network, and the training professional structure is extended in accordance with the needs of society.

1.3 Population

According to preliminary data, the average population in the province in 2015 is 1207 thousand people; increased by 35,000 people compared to the figure in 2014, primarily due to the increase in the immigration from other provinces to the province for working in industrial zones. Urban population accounts for 34% of the population and the rural population is about 66%, compared to 2010. The rate of urbanization rose by 8 percentage points, partly due to the social transformation of communes into wards and towns.

Thai Nguyen is a center of science and education which allows the human resources to have higher qualification than the national average. However, such gift has not been leveraged well for the local development target. Labour’s education is uneven locally: the rate of technologically skilled labor in rural areas is much lower than in urban areas. The private economic sector accounts for about 88% of the total labor force, but only about 5% of the employees is trained; there is severe shortage of qualified managers and business professionals. Without effective solutions to enhance the quality of human resources (especially in rural areas), it is predicted that the provincial labour force would hardly meet the requirements of social-economic development for the next 15-20 years.

To perform the duties set out and promote its role as an economic, cultural, scientific and technological research center, the quality of Thai Nguyen human resources needs to be improved significantly to have both physical and mental power changes.

1.4 Labour

- Labour force

In 2014, the number of people in working age in the province is 723,200, accounting for 61.6% of the total population. The number of employees participating in economic activites is 714,500, representing  60,9%.  It is estimated that 80% of the rural labor force is engaging in agriculture while the remaining is working in industrial areas and in the cities, given that their permanent residences are still recorded at the countryside.

It is estimated that, in 2015, the province trained 30,186 people vocationally, reaching 100.62% of the plan; created jobs for 26,742 people, including 1,610 exported labors, making up 161% of the plan. This year, the province had issued 379 work permits for foreigners working in provincial enterprises (288 new permits, and 91 renewed permits).

- Employment

Total labor employed in the provincial economy in 2014 is 714,500. In particular, the number of workers in the agriculture - forestry – fishery sector is 395,410 (accounting for 55.34%), in the industrial – construction sector  is 166,228  (accounting for 23.26%) and in the service sector is 152,862 thousand (accounting for 21.39%).

Thai Nguyen residents’s education level has been seen higher than the the national and the Northern mountainous region average. The percentage of literate people from 15 years old and over in 2014 is 97,8%, higher than the national mean (94,7%) and the northern mountainous region’s mean (89%), approximately approaching the average rate in developing cities  and provinces of the Red river delta and the Southeast Vietnam such as Hanoi, Hai Phong, Nam Dinh, Ho Chi Minh City, Dong Nai, Binh Duong.

However, the proportion of trained labour in the 15 and over age group working in Thai Nguyen in 2014 reached 20.1%, higher than the percentage in the northern mountainous region (15.6%); lower than the Red river delta (25.9%) and the Southeast Vietnam (24.1%). This is an issue that needs to be solved in order to improve the capacity of human resources in the process of industrialization and modernization for the coming period.
